Phone call without waiting for dial tone

In some cases, your PSTN phone line doesn't provide you a dial tone.

Then, to place an eWON behind such phone line, you must configure the modem to not wait for the dial tone.
Add X3  at the end of the AT string.

The modem init string becomes:   AT&FE1&Q5&K3&D2&C1X3
